When I unplug cable to isc motor theres no change in idle.....?

Does that mean the isc motor is shot? Because Iv got a terrible cold idle and idle surge when the motors warm.

It doesn't mean anything.
Test your ISC coils with a ohmmeter. http://www.stealth316.com/2-isc-iac.htm

Once your sure the coil windings are good you can check that the pintle moves by unbolting the ISC from the TB and watching it when you first turn the ignition on. The ECU will attempt to home the ISC so that it will be in a known position to base all it's future positioning.

Check your throttle body and intake manifold gaskets. It appears you may have a post throttle body vacuum/boost leak. There should be a definite change when you unplug the isc and you have a good vacuum with no leaks.

But I don't have good vacuum. I get like 15psi for my vacuum. I couldnt find any leaks when i tested though....

I have the same problems....finally another dsmer .....mine does the same thing....its a new manifold gasket ....i just put it on when i rebuilt the head....(hopefully its not bad cuz its a biatch taking it off) also my vacuum was bad....since the car tries to die ....its adjusts from 10 vac to 15(when i give it a little gas it goes to 15...)

Also i think my timing belt is off my a tooth or two...plz any help would be helpful

(also what would the car be doing if the timing was off?)
