Gas Cap Access Flap Doesn't Open

I have a 90 Talon and the fuel filler door on it doesn't spring open. It has done this as long as I have onwned tha car (a few months). The cable release is working fine because I can pull the release lever and push on the hinge side of the gas cap cover door and it will open, it just doesn't pop open like it is supposed to. I took off the cover door today, and I there wasn't any spring to pop it open I could see. Is there supposed to be a spring to pop it open, or is the fuel filler door hinge supposed to be springy. Any advice on this would be great, and if anyone knows where I can get the parts I need to fix this secondhand I would appreciate it.

i have the same problem with my 95 eclipse, i was told that the clip that holds the outer panel on doesn't open all the way. but i haven't messed with it i just learned to live with it.
